HSES Manager – Netherlands – 12 months

Description :
We are seeking a site HSES manager who will take full responsibility for health, safety, environment and security (HSES) during the site preparation phase of an H2 project in the Netherlands. The role involves working closely with the site/construction manager and subcontractors to ensure strict compliance with all HSES requirements and standards.
  • Promote the 12 Life Saving Rules across the construction site.
  • Provide HSES induction training for all contractors’ employees.
  • Supervise subcontractors’ on-site activities to ensure compliance with safety regulations.
  • Advise the Site Manager on disciplinary actions when personnel fail to comply with safety requirements.
  • Review and validate subcontractors’ Method Statements, Risk Assessments, and other safety documentation.
  • Verify that materials, tools, and equipment meet regulatory and safety standards.
  • Oversee daily housekeeping activities and safety practices on-site.
  • Coordinate safety meetings with all subcontractors and site personnel.
  • Perform safety audits, identify risks, and recommend corrective actions.
  • Implement and maintain the site-specific HSES/Emergency Response Plan.
  • Manage Work Permits (Confined Space, Work at Height, Safe Work Permits) in line with E&C Europe standards and local regulations.
  • Conduct safety training sessions (Induction, Tool Box Talks, Permit Training).
  • Report substandard conditions and ensure corrective actions are taken promptly.
  • Allocate 80% of time on site, 20% in the office environment.
Profile :
  • Minimum 8 years’ experience on construction sites within the Oil & Gas, Petrochemical, or Industrial sectors.
  • Proven experience in contractor management and safety compliance.
  • Proficiency in English (spoken and written).
  • Advanced knowledge of MS Office Suite and Google Tools.
  • Medical fitness certification and SCC/VCA qualification required.
  • Strong leadership, risk management, and communication skills.
  • Ability to take initiative and stop unsafe activities when required.
