DCAI is supporting a major industrial construction project in Bulgaria and is currently seeking an experienced Site HSES Manager to oversee all Health, Safety, Environment and Security matters on site.

The successful candidate will report to the Site/Construction Manager and will be responsible for ensuring full compliance with project HSES standards throughout construction and commissioning phases.

This is a high-responsibility role requiring strong leadership, site presence and contractor management capabilities.

• Promote and enforce the 12 Life Saving Rules on site

• Lead, guide and monitor subcontractors’ HSE teams

• Ensure full compliance with contractual, local and client HSES requirements

• Review and co-validate subcontractor HSES plans, risk assessments and required documentation

• Monitor proper use and storage of chemical products

• Oversee daily housekeeping standards across worksite and base facilities

• Manage and document Safety Meetings with subcontractors

• Control and validate Safe Work Permits, Confined Space Permits, Heavy Lifting Plans and specific work notifications

• Participate in coordination meetings addressing co-activity and high-risk operations

• Conduct regular safety audits and ensure corrective action close-out

• Deliver toolbox talks (TBT) and site-specific safety training

• Implement and update the Site HSES and Emergency Response Plan

• Maintain HSES inspection records and reporting logs

• Audit subcontractor documentation (JHA, JSA, permits, training, incident reports, certifications, etc.)

• Stop unsafe work when unacceptable risks are identified
