HSE Engineer – Tajikistan – 12 Months

Description :
As part of a major hydropower construction project, we are seeking an experienced HSE Engineer to join the supervision team on site. 
Reporting to the Chief Resident Engineer, you will be responsible for implementing, monitoring, and enforcing Health, Safety and Environmental procedures in line with both international standards and local regulations.

Your role is essential in ensuring safe working conditions for staff and contractors throughout the construction site.

Key Responsibilities:

Internal HSE Management (Consultant’s Site Team):
  • Enforce internal HSE policies and procedures.
  • Conduct toolbox talks, safety briefings, training sessions, and internal audits.
  • Lead risk assessments and recommend appropriate prevention measures.
  • Monitor HSE KPIs and report to Head Office.
  • Support the Resident Engineer in managing occupational health and safety matters in the project zone.
Site Supervision & Contractor Coordination:
  • Oversee the HSE performance of contractors and ensure full compliance with requirements.
  • Participate in site inspections and HSE coordination meetings.
  • Conduct audits and validate HSE documentation (OCIs, FORs, safety reports).
  • Investigate incidents and near-misses, and implement corrective actions.
  • Ensure conformity with ISO 14001:2004 and OHSAS 18001 standards.
Profile :
  • Master’s degree in Engineering, HSE or equivalent, with relevant HSE certifications.
  • Minimum 10 years of experience in HSE supervision on construction or industrial projects.
  • At least 2.5 years of experience on hydropower projects.
  • Fluent English skills, both written and spoken.
  • Proficiency with Microsoft Word and Excel.
  • Solid knowledge of international HSE frameworks (ISO, OHSAS).
  • Ability to manage field-based safety activities, audits and reporting with autonomy.
