HSE Manager – Tajikistan – 12 Months
Description :
As part of an international hydropower construction project, we are seeking an experienced Health, Safety & Environment (HSE) Manager to oversee all HSE-related activities on site. The successful candidate will ensure a high level of safety and compliance across internal operations and the supervision of contractor activities. Internal OHS (Occupational Health & Safety)

Implement corporate HSE policies, procedures and reporting tools across the site team.

Conduct internal safety briefings, toolbox talks, and HSE training sessions.

Lead risk assessments and design prevention programmes tailored to site activities.

Supervise and train HSE support staff.

Prepare and communicate HSE performance indicators to project stakeholders.

Assist with occupational health and safety matters concerning administrative or off-site locations.
HSE Supervision of Site Activities

Lead the HSE supervision team and ensure compliance with contractual obligations.

Coordinate with stakeholders and third parties to ensure safe working conditions.

Review and validate contractors' procedures, ITPs and method statements for conformity with applicable standards.

Review and close Observations of Concern (OCIs) and Field Observation Reports (FORs).

Perform regular site inspections and audits, ensuring alignment with safety guidelines.

Monitor product conformity and proper storage conditions on site.

Support accident and incident investigations, including root cause analysis and action plans.

Participate in HSE committees and reporting processes.

Prepare or validate all technical HSE documentation required by the project.
Profile :
Education:
-
Master’s degree in Engineering, HSE or equivalent.
-
Recognised qualifications in HSE Management Systems.
Experience:
-
Minimum 20 years in HSE roles within the construction or equipment assembly industry.

At least 5 years of proven experience in hydropower projects.
-
Strong knowledge of ISO 14001:2004 and OHSAS 18001.
Skills:

Fluent English (spoken and written).

Proficient in Microsoft Word and Excel.

Demonstrated leadership and ability to manage and coordinate multidisciplinary teams.

Strong documentation and communication skills.

Willingness to work in a remote location with rotational leave.
